In a significant development, the Himachal Pradesh High Court has ordered the state government to provide a detailed explanation regarding alleged irregularities in the Public Distribution System (PDS) involving the disbursement of rations under the names of deceased individuals.
The court, led by Acting Chief Justice Tarlok Singh Chauhan and Justice Satyen Vaidya, issued this directive following allegations of widespread malpractices by depot operators. The government’s initial response indicated that charges had been filed against some accused operators, but the court has demanded further action against those involved.
A thorough investigation into the matter has been ordered by the district attorney. Concerns were raised regarding the allocation of substantial funds for ration distribution, with allegations of continued irregularities in the system.
The case originated in the Balh block of Mandi district, where it was discovered that approximately 600 ration cardholders were listed under various depots. A concerning number of these cards were issued to deceased individuals, while fake bills were generated for people who did not claim their rations.
To date, two FIRs have been registered against seven depot operators.
The petitioner’s counsel argued that food inspectors are responsible for maintaining accurate records of ration cardholders and ensuring that the names of deceased individuals are promptly removed from the ration lists. Additionally, regular audits should be conducted to prevent such fraudulent activities.
