Himachal Bhawan project in Gujarat stuck: Land finalised, funds released, but legal delays stall execution

A proposed Himachal Bhawan near the Statue of Unity zone in Gujarat remains stuck in procedural and legal delays despite land identification and release of funds, raising questions over project execution and inter-state coordination.
A report of the Himachal Pradesh Vidhan Sabha’s Public Administration Committee has revealed that land measuring around 2000 square metres in Kevadia (Narmada district) was identified for the project under the “Ek Bharat Shreshtha Bharat” initiative.
The state government had already sanctioned Rs 51 lakh as token administrative approval, followed by an additional Rs 4.21 lakh, and the amount has been transferred to the concerned authorities.
Despite financial approvals and site selection, the project has failed to move forward due to pending lease deed execution and legal vetting, the report notes. The matter is currently under examination by the law department, and final registration of land has not been completed, effectively halting construction plans.
Officials were also expected to visit Gujarat for further formalities, but the process was delayed, partly due to disruptions during the COVID-19 period.

The project was envisioned as a state guest house and institutional presence in a high-profile national tourism zone, aimed at boosting Himachal’s visibility near the Statue of Unity, one of India’s most visited destinations. However, the delay highlights execution gaps despite fund release and points to administrative bottlenecks in land finalisation.
While reviewing the matter, the committee took note of the delay but did not issue a strong adverse comment, relying on the department’s written response. The stalled Bhawan project reflects a broader pattern flagged in the report, where approvals and financial sanctions have not translated into timely execution on the ground.
