The employment on compassionate grounds is the issue and questions related have been pending since the last session, and the government seems non serious about providing the employment,” stated Dr. Janakraj MLA from Bharmour constituency in the Vidhan sabha today.
Harshvardhan Chauhan, Minister of Industry, Labour, and Employment, said that the government would expedite the process of employment. The government would be supplied or efforts would be made to supply information during this session.
While, former Chief Minister and Leader of Opposition Jai Ram Thakur while intervening stated that if the government is not able to provide information, then it is doubtful that they will be able settle the issue of employment on compassionate grounds.
Balvir Singh Verma MLA from Chopal stated that two questions are clubbed together as IPH and Horticulture mission. PM Irrigation schemes 79 schemes were sanctioned. Rs 1.50 Cr tender was issued by the Soil Conservation department. He demanded soil conservation budget should be diverted to the IPH department. He said that the scheme is not been properly implemented in a time-bound manner. The member said that big schemes are also pending under PM Irrigation schemes, and the scheme is not properly implemented.
Replying to a query of IPH minister, Agriculture minister replied that SCD did not have enough money, and IPH department has a number of small and big schemes.
Eight schemes are being run by the Horticulture Department, some of them are under community participation. He said that 79 schemes are with IPH, and six schemes are under soil conservation. He said that the IPH department is not taking interest in small schemes; moreover, its results are not proper. He said that the government would seek a report on the allegations of members that some schemes are not properly implemented, and the Junior Engineer concerned would ensure the proper implementation of irrigation schemes.
Satpal Singh Sati said that doctors trained at private Ayurvedic colleges should be provided stipend. He said that rules are set by the Union government.
Ayush Minister Yadvinder Goma said that in Paprolla, the Rs 10K stipend is being paid, and in private institutions, the decision of the stipend should be taken by the private medical colleges. He said that a proposal would be sent to the Union government to resolve the issue of stipend in private Ayush professionals.
Replying to a query of Kripal Parmar, Mr. Goma said that all the seats of medical officers would be filled in the government Ayurvedic colleges soon.
He said that his predecessor also took up the issue of taking over private Ayurvedic institutions with the centre to start traditional pathology in the state.
Further in a query about the Bhena Panchayat it was stated that is being discriminated under the Luhri project. Rs 3 Cr was provided to project-affected villages.
Replying to the query in the absence of CM, Industry Minister Harshvardhan Chauhan said that villages affected by the power project Kol-dam would be assisted under 1.5 pc cost of LADA funds. He said that funds would be increased with the rising cost of projects in the second phase.
Replying to a query of Nand Lal, the Minister said that the projected area and protected zone area are different according to the provision of the project.
Replying to the query of Lokinder Kumar, he said that not only in Anni project-affected area, there are issues of compensation, including employment, and the local MLAs would be consulted while deciding with the companies and contractors about payment of compensation.
Replying to a query of Satpal Singh Sati, Harshvardhan Chauhan said that in the Kol-dam project, Sundernagar and other projected areas CSR funds are not provided.
Rs 1.68 Cr was provided under CSR by NTPC, and if funds were not provided to the panchayat of the Sundernagar affected area, concerned members would raise the matter with the government. The minister said that if funds were not provided to the Sarkaghat affected area under the CSR, the government would also ask the NTPC to release the funds to the project-affected panchayat of Sarkaghat also.
Landless rain-affected people should be provided with the land to make houses. Under the Sarkaghat, 12.76 Cr was provided as compensation. He said that in the Sarkaghat area, there is no land out of FCA clearance, and two to three Biswa land could not be diverted, but the government would look out if the landless could be facilitated under Disaster Management and FRA. Rs 12 Cr was already diverted to the department, and money allotted for reconstruction work would be utilized soon.
Replying to the question of Rajinder Rana MLA Sujanpur, Education Minister Rohit Thakur said that Sujanpur Tira college modalities would be completed, and permission to start PG courses has already been given.
