Himachal Pradesh: 81 outsourced drivers terminated by HPSEBL, No Re-employment policy in sight

The Himachal Pradesh State Electricity Board Limited (HPSEBL) has terminated the services of 81 outsourced drivers, a move that has sparked concern among employee unions and brought the future of outsourced workers in the state into sharp focus. The decision was disclosed in the state’s Vidhan Sabha on August 22, 2025.

The termination came after the board scrapped 169 vehicles that had completed more than 15 years of service, as per a notification from the state transport department. The government stated that the drivers became “surplus” as a result of the vehicle scrapping and their services were therefore no longer required.

A key point of contention is the government’s clear stance that there is currently no proposal to re-employ the dismissed drivers or to create a permanent policy for outsourced employees. The government has clarified that outsourced staff are not considered government employees and are hired through contractors. Their continued employment is entirely dependent on the requirements of the respective departments, boards, or corporations.

The government also revealed that a total of 943 outsourced employees have been removed or replaced from various government departments in the past two years. This has led to growing discontent among outsourced employees and their unions, who have demanded that the state government take steps to protect their livelihoods.

The issue has led to protests, with outsourced employees holding a dharna in Shimla to demand the reinstatement of the 81 drivers. Unions have warned of a statewide protest if their demands are not met. They have accused the government of failing to address their grievances and have called for a clear, permanent policy that ensures job security and fair treatment for outsourced workers.
