Himachal Pradesh Government warns officers: No politics in transfers & postings

Shimla, May 18

In a bid to perhaps, tighten its grip on the state bureaucracy and to maintain the impartiality and efficiency, the Government of Himachal Pradesh has issued a stern order today, warning Indian Administrative Service (IAS), Administrative Service (HPAS), and H.P. Secretariat Service (HPSS) officers against using political influence or pressure to manipulate transfers and postings within the cadre.

The order, issued by the Amarjeet Singh, Special Secretary (Personnel) to the Government of Himachal Pradesh, Department of Personnel, Appointment-IV Section, emphasizes that transfers and postings are conducted in the larger public interest and should not be influenced by political considerations. The government has expressed concern over instances where officers have exerted political pressure to secure favourable transfers or postings. Additionally, it has noted cases where officers, after receiving transfer orders, have taken leave on medical grounds to delay their relocation and gain time for personal adjustments.

The government views such actions as a serious violation of conduct rules and detrimental to the smooth functioning of departments, organizations, and the overall public interest. As members of the prestigious services, IAS, HPAS, and HPSS officers are expected to adhere to the highest standards of professionalism and integrity.

The order strongly advises all officers to refrain from exerting any form of political influence or pressure to manage transfers and postings, and instead, comply with the orders issued by the government. Failure to comply with these instructions may result in disciplinary action, it concluded.
