HP Cabinet decisions: 24X7 Trauma & emergency medicine Centre and Green Cover Expansion

In a recent State Cabinet meeting chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, several important decisions were taken to improve healthcare services, environmental conservation, and administrative efficiency in Himachal Pradesh, stated a spokesperson.
 Trauma Centre and Emergency Medicine Department at IGMC, Shimla: To ensure round-the-clock emergency and trauma services, the State government will create and fill 136 additional posts of different categories in the Trauma Centre and Emergency Medicine Department at Indira Gandhi Medical College (IGMC) in Shimla. This initiative will facilitate specialized care from six departments: Neurosurgery, Radiology, Plastic Surgery, Anaesthesia, Orthopaedics, and General Surgery.
Mukhya Mantri Van Vistaar Yojna: The government has launched the Mukhya Mantri Van Vistaar Yojna to expand the green cover of the State, prevent soil erosion, and address issues of excessive run-off on degraded and refractory hills slopes. Barren areas in various hills and mountains across all districts of the State will be included in this project. To ensure effective implementation, a Task Force will be formed under the Chairmanship of the Principal Chief Conservator of Forests (HOFF). Selected areas will be maintained for seven years, with outsourcing of plantation and maintenance work involving local inhabitants.

Strengthening Municipal Councils and Nagar Panchayats: To improve administrative functioning at the local level, 87 posts of various categories will be filled in various Municipal Councils and Nagar Panchayats in the State.
Project Management Unit for Natural Calamities: To deal effectively with natural calamities, a Project Management Unit will be established in the Revenue Department. Additionally, 14 posts of different categories will be created and filled to support disaster management efforts.
Establishment of District Courts: Newly established Civil Courts in Dharampur and Padhar, and Additional District and Session Courts in Nurpur, Dehra, Palampur, Paonta Sahib, and Rohru, will see the creation of posts of Assistant District Attorneys and Deputy District Attorneys for POCSO Courts and Special CBI Court.
 Strengthening State Public Service Commission: To enhance the functioning of the Himachal Pradesh Public Service Commission, 7 posts of various categories will be created and filled.
Incentives for Special Police Officers: The honorarium for Special Police Officers posted in border areas of the State will be increased by Rs. 500 per month.
Maintenance of Parivar Register in Urban Areas: To maintain proper records of families residing in urban areas, the Himachal Pradesh Municipal Corporations, Municipal Council, and Nagar Panchayat maintenance of Parivar Register Rules, 2023, will be drafted and implemented.
Reviewing Hydro Electric Project Leases: The State Cabinet will examine the granting of leases to Hydro Electric Projects from a holistic perspective and recommend appropriate lease amounts.
Rationalizing Lok Mitra Kendras Charges: The charges for services provided by Lok Mitra Kendras in the State will be rationalized for improved accessibility.
Implementation of H.P. Nautor Rules, 1968: H.P. Nautor Rules, 1968, will be implemented for a two-year period, subject to certain conditions. The designated area should not fall under National Park/ Sanctuary/ Conservation Reserve/ Community Reserve/ Reserve Forest/ Demarcated Projected Forest. Only a maximum of two trees standing over the land will be allowed as Nautor, strictly for domestic purposes, and no involvement in any forest offenses.
 Himachal Pradesh Goods and Services Tax Bill, 2023: The State Cabinet has approved the Himachal Pradesh Goods and Services Tax Bill, 2023, to align with the recommendations made by the GST Council.
