In a dramatic turn of events, the Himachal Pradesh Government on Monday put in abeyance its controversial notification regarding amendments to the Himachal Pradesh Civil Services (Revised Pay) Rules, 2022, following protests by state government employees.
The Finance (Pay Revision) Department issued an order late in the evening stating that the notification issued on September 6, 2025, stands “held in abeyance on administrative grounds, till further orders.” The fresh order was signed by Devesh Kumar, Principal Secretary (Finance) to the Government of Himachal Pradesh.
The withdrawn notification had brought the Himachal Pradesh Civil Services (Revised Pay) Second Amendment Rules, 2025 into effect. It had omitted Rule 7A of the revised pay rules, retrospectively from January 3, 2022. This omission implied that the pay of employees would be refixed as if Rule 7A was never part of the rules. Though the government clarified that no recovery would be made from employees for any overpayment during this period, the move triggered widespread resentment.

Thousands of employees boycotted duty in the morning, staging protests across the state, including gate meetings in district headquarters and a demonstration near the State Secretariat in Shimla. Employee unions argued that the retrospective omission of Rule 7A would adversely affect their pay fixation and future benefits.
A delegation of protestors also met Chief Minister Sukhvinder Singh Sukhu, who assured them that the notification would be withdrawn. Following this assurance, the Finance Department’s latest order was released, effectively putting the September 6 notification on hold.
Employee leaders have welcomed the immediate rollback but said they will continue to monitor the situation until a permanent resolution is issued.
