The Himachal Pradesh government has reassigned 2017-batch IAS officer Shivam Pratap Singh to the post of Chief Executive Officer (CEO) of the State Rural Livelihood Mission, Shimla, following allegations linking him to the mysterious death of Chief Engineer Vimal Negi in Bilaspur. The deceased’s family had accused Singh, along with HPPCL Managing Director Harikesh Meena and Director Desh Raj, of abetment to suicide in a harassment case.
In a notification issued on April 7, the government relieved Singh of his additional charge as Director (Personnel & Finance) of H.P. Power Corporation Ltd. (HPPCL), assigning the role to Naresh Thakur, HPAS (2007), Secretary of the State Transport Authority. The order cited “public interest” as the reason for the reshuffle but stopped short of naming Singh in the FIR filed against Meena and Desh Raj.
The move perhaps comes amid mounting pressure from Negi’s family, who allege systemic harassment within HPPCL led to his death.
The HPPCL scandal has sparked public outcry, with demands for a transparent probe into Negi’s death and broader accountability for workplace harassment in state-run enterprises.
