A legal development impacting employees of CSK Himachal Pradesh Krishi Vishvavidyalaya (CSKHPKV), the Himachal Pradesh High Court has expressed displeasure over the university’s failure to fully implement its earlier judgment in favour of laboratory staff.
The matter, titled H.P. Agriculture University Laboratory Staff Welfare Association, Palampur vs The Vice Chancellor CSKHPKV and another (Execution Petition (T) No. 191 of 2025), came up before Justice Jyotsna Rewal Dua on February 26, 2026.
During the hearing, the court recorded a clear admission from the respondents that the judgment had not been fully implemented. The order notes,” “Learned counsel for the respondents admits that judgment in question has not been implemented till date in letter and spirit in its entirety.”
Counsel for the petitioner also argued that neither full financial benefits had been released nor directions regarding designation had been enforced.

The dispute centres around pending arrears and denial of designation benefits to laboratory staff. Earlier, the university had assured the court that arrears would be cleared within a month and the issue of designation would be addressed.

Court Issues Final Warning
Taking a serious view of the situation, the High Court granted a final opportunity of two weeks to the respondents to comply with its directions.
The court made it clear,” “Final opportunity of two weeks is granted… failing which, respondent No.2 to remain present in the Court on the next date of hearing.”
Notably, the court also flagged that the concerned officials failed to appear despite explicit directions in the previous order.

The case has now been listed for further compliance on March 17, 2026, where the court is expected to take a stricter view if directions remain unimplemented.
