HP IT or computer teachers’ case before HC next month

After waging a decade-long struggle for regularisation, thousands of computer teachers and IT vocational trainers working in Himachal Pradesh government schools continue to wait for a final resolution to their future.
The matter came up before bench of Justice Sushil Kukreja on July 27 in a contempt petition filed by Manoj Kumar Sharma and others.
The petitioners hopes of securing regular status from 2016 now seems bright as High Court decided to list this matter on August 13.
During the hearing, the State government informed the court that it has filed a Letters Patent Appeal (LPA) before a Division Bench against the judgment of the single bench directing regularisation of computer teachers from 2016.
The Advocate General’s office submitted that the appeal is pending and referred to developments in a similar matter before the Supreme Court.
However, the court observed that the stay granted in another case had no relevance to the present proceedings. On the State’s request, the contempt petition was listed for further consideration on August 13.
The case has significant implications for nearly a thousand computer teachers and vocational trainers who have been serving in government schools for over a decade.

Initially engaged through outsourcing, these teachers have not only taught Information Technology but have also managed digital infrastructure and computer-related work in schools while continuing to seek recognition as regular government teachers.
The teachers remain optimistic that the Division Bench will uphold the earlier single bench judgment, enabling their services to be regularised with retrospective effect from 2016.
The outcome of the litigation is also expected to have wider ramifications. Employee representatives believe that if the computer teachers are regularised, it could strengthen the claims of thousands of other outsourced employees in Himachal Pradesh seeking regularisation after rendering long years of service in various government departments.
