HPERC chairman is exceeding over the power assigned in the hierarchy structure, by the book of law stated HPSEB employees union. Employees of a Himachal Pradesh State Electricity Board Union condemned the Himachal Pradesh Electricity Regulatory Commission Chairman by stating that he is exceeding his statutory power suggesting that board to hire workforce on outsource basis. This was stated byKuldeep Kharwara, President of HPSEB employees Union.
Condemning an alleged statement made by the Chairman of HPERC, Kharwara said in a press release that Chairman has forgotten his duties and is exceeding lines. He said that it is none of his business that what kind of recruitment is to be made in state sectors as it is the prerogative of the state Govt.
Interestingly on 6th June the Regulator has made a directive to HPSEBL that all the Class IV & III posts in HPSEBL be filled up on outsource bases in order to curtail establishment expenditure. Union alleged that Chairman was endorsing to fill up 13,000 posts including JE, Foreman, Sr. Asstt on outsource basis in Board.
Kuldeep Kharwar said that state govt. has fully stopped the out source recruitment in state on certain reasons and this policy is not in vogue in Himachal Pradesh now except persons engaged years back on outsource basis are continuing. How a Regulator can act upon the democratic Govt. in such a way is not understood, they stated.
Recently, six outsource employees met with fatal accident and lost their lives while working on electric lines and 5 number have inflicted with more than 80% disability. But it is regretted no compensation has been given to them by venders and ESI could not reimburse their claims as ESI shares of employees were not deposited.
On the Regulator statement regarding surplus staff union stated that it is far from facts and board is facing acute shortage of staff and employees are working in tremendous pressure resulting fatal accidents have been increased many times. He said that union would oppose any move of Regulator to make recruitment on outsource basis as well as any cut in the allowances of employees.
