Dr. Y.S. Parmar University of Horticulture and Forestry would get a new officiating Vice-Chancellor from today as Governor-cum-Chancellor Kavinder Gupta has appointed Dr. Harminder Singh Baweja to hold the charge of the post till further orders.
According to an order issued by the Governor’s Secretariat at Raj Bhavan on Friday, Dr. Harminder Singh Baweja, Principal Scientist in the Department of Floriculture and Landscape Architecture at the university, would assume the charge of Vice-Chancellor in addition to his own duties.
He replaces outgoing Vice-Chancellor Dr. Rajeshwar Singh Chandel, whose extended one-year tenure concludes on May 8.
The notification stated that the appointment has been made under Section 24(5) of the Himachal Pradesh Universities of Agriculture, Horticulture and Forestry Act, 1986, till the appointment of a regular Vice-Chancellor or until further orders, whichever is earlier.

Dr. Chandel had earlier completed his normal tenure as Vice-Chancellor and was subsequently granted an additional extension of one year by the Chancellor.
With the expiry of that extension, the Governor has now entrusted the temporary charge to Dr. Baweja to ensure smooth administrative functioning of the university.
The order further mentioned that the service conditions applicable to Dr. Baweja during the period would remain governed under Statute 3.1(i) of the university statutes.
It is worthwhile to mention that appointment of Vice Chancellor in the state is being made on adhoc base for last few years since the state government is continue in discord with Rajbhavan. Some of the eligible candidates for such post have been knocked the door of Himachal Pradesh High accusing the authorities for the prevailing stalemate, also affecting the working of such reputed institutions of higher learning.
