Influential have woven a net to secure their postings in the city : HC

The Himachal Pradesh High Court has refused to interfere with the transfer orders of a lady teacher who was working in Shimla for the last 20 years.
A division bench of Acting Chief Justice Tarlok Singh Chauhan and Justice Virender Singh dismissed Babita Dogra’s petition.
The court passing the order stated that influential employees have woven a net to secure their postings in the city. Because of these there is practically no room left for other employees.

The petitioner was posted as Lecturer in Senior Secondary School, Dhalli. On March 27, She was transferred from Dhalli to Government Senior Secondary School Bhanog in Sirmour district.
The court rejected the petition stating that this is the first time she was being sent out of the comfort zone in her tenure.
Petitioner had challenged the order issued by the government on March 27 that she was sent to Government Senior Secondary School, Bhanog, while his tenure in Dhalli School is only one and a half years.
On perusing the records related to the case, the court found that the petitioner was appointed as TGT in Janedghat School in 2001. In 2006 she was transferred from Janedghat to Kufri and then to Durgapur.
In 2010, She was sent from Durgapur to Shakuli, Lakkar Bazar. Thereafter, the petitioner served in Koti School from 2012 to 2015.
On being promoted to the post of Lecturer on July 27, 2015, she was posted at Government Senior Secondary School Dhamandhari till October 16, 2019. She was posted at Government Senior Secondary School Dhali on 24 August 2021.
The court, while referring to its previous judgement, said that recently this Court has witnessed a spurt in litigation regarding transfer.
The court noted that unlike other states, the state of Himachal is not developed in terms of basic infrastructure like education, health services etc. This is the reason that all the employees try their posting in the district or tehsil.
