The state government has officially declared Kunihar as a Nagar Panchayat under the Municipal Corporation Act, 1994, despite strong resistance from local residents. The notification, issued under Section 80(1) and Section 4(7) of the Act, was confirmed by Ajay Kumar Yadav, the Additional Deputy Commissioner (ADC) of Solan to a news agency.
According to ADC Yadav, the newly established Nagar Panchayat covers specific areas within the Kunihar and Hatkot Patwar Circles. These include 316,873 square meters of Mohalla Thavna in Kunihar, 343,979 square meters of Mohalla Kothi First in Hatkot, 570,187 square meters of Mohalla Hatkot in Hatkot, 181,112 square meters of Sub Mahal Kothi Second in Hatkot, 394,047 square meters of Mohalla Uncha Village in Kunihar, and 111,129 square meters of Sub Mahal Pulhada in Hatkot. In total, the area spans approximately 1.9 million square meters.
As a relief measure, the government has announced a three-year exemption from property tax on land and buildings within the newly designated Nagar Panchayat. Additionally, it has assured residents that they will retain their customary rights as recorded in the Wajib-ul-Arz of the Record of Rights, ensuring no changes to their existing entitlements.
While this development signifies a step toward organized governance and infrastructure growth, it has drawn opposition from local communities who are concerned about its potential impact. The notification represents a pivotal moment in Kunihar’s administrative evolution, balancing governance reforms with assurances to safeguard traditional rights.
