BJP MLA from Banjar, Surender Shourie, on Tuesday conducted an unannounced inspection of the Jal Shakti Vibhag Division office at Larji and found that a majority of officers and employees, including the Executive Engineer, were absent from duty. The visit, carried out early in the morning while the MLA was en route to Tapovan (Dharamshala), came after reports that many government offices in Kullu district frequently function without staff, with officers allegedly remaining on furlough for long durations.

Shourie streamed the inspection live on social media, and the video—showing deserted rooms, locked cabins and unattended files—has since gone viral. His findings have raised questions about the effectiveness of the State government’s biometric finger-scanning attendance system, which was introduced across departments to curb absenteeism. “If this is the condition even with mandatory biometric enrollment, it is clear that the system is failing to ensure regular attendance,” Shourie remarked during the live broadcast.
Taking direct aim at Chief Minister Sukhvinder Singh Sukhu’s slogan of Vyavastha Parivartan, the MLA said that the ground reality indicates administrative decay rather than reform. “There is no accountability. Officers appear to be enjoying the collapse of governance,” he said, adding that public-facing offices cannot be left unattended under any circumstances.
