The Opposition Congress today presented the no confidence motion against the CoMs of the Jai Ram Government as the speaker allowed the opposition to present the motion on the second day of Monsoon session. The wet day witnessed high political drama. Speaker Vipin Singh Parmar allowed the motion yesterday and conducted the discussion under rule 278 of the state assembly.
Leader of Opposition Mukesh Agnihotri presented the motion stating that ‘this house expressed no confidence on the current State government.
Leader of opposition Mukesh Agnihotri while beginning the debate said that in the last four years this government had failed on all fronts. He said there is atmosphere of lawlessness and people are on the roads. He said that inflation is on the rise and, recruitment is being done through back door channels.He said question papers are being leaked and unemployed, underemployed and employees are agitating against the state government. He said that in the last minute when the assembly elections is on the head this government is trying to recruit a few people, but that shall not provide any oxygen to them.Â
He added that all records of loans have been broken by the current government.
He accused the state government of misusing government funds for organising the political rallies in the state. He said that each and every commodities including milk and food products are being levied heavy GST. He said that 1574 rapes have been registered under this government and around 354 women were murdered in the state and 7406 molestation and eve teasing cases were registered during their tenure. Adding that a a woman town planner was murdered in the broad day light when she was implmenting court order at the tourist resort of Kasouli in Solan district. The bodies of two woman found in Parwanoo packed in a gunny bag. A young woman murdered in Sundernagar in 2022 but police failed to resolve the case. A teenager was raped at Panthaghati in the capital town recently. He said that despite handing over the Police recruitment question paper leak case being handed over to CBI the state police is still probing it. He said that the question paper was not simply leaked but auctioned.He said that six thousand people did not appear in the re-examination of police recruitment. He said that people took loans and mortgaged their land to purchase the paper as they are facing the brunt of unemployment.Â
He also accused the Chief Minister Jai Ram Thakur of replacing five chief secretaries in his short stint of four years. ” Why the Chief Secretary was recently removed, does government had direction from outside the state or not. The properties of five Himachal Pradesh Tourism Development Corporations were being sold and handed over to private houses however the house was never informed about the issue.
Leader of Opposition said that a private educational institution Chitkara University has advertised to lease Villas and property in the newspaper, however the state government allowed the university to run the education trust.
“The Congress had opposed the constitution of private universities, even then,” he added.
He added that a vehicle registration scam has occurred in Himachal to the tune of 100 Crores. BS-VI documents were prepared under a scam for BS-III & IV vehicles. Since the registration fee was nominal in the state, a number of big money lenders turned up here to register their vehicle.
He said that 69-National highways tune 65000 Crore were announced in the state, however no new highway was completed in the last four and half years tenure.
The Chief Minister Jai Ram Thakur’sairport project is in limbo as not even the land be acquired for same till date.
He said that Chita traders, degree sales, illegal firecrackers and illicit liquor trade is flourishing under this government.
He said that the CBI was asked to hand in a question paper case. Meanwhile, the Chief Minister said that a police paper was also leaked in 2016 but the former government did not order a probe or cancelled the examination.
