Shimla, August 8
Members of assembly from Jogindernagar Prakash Rana and from Dehra Gopipur Hoshiyar Singh shall continue to sit among opposition benches as Independent MLAs in the Monsoon Session of Himachal Pradesh Assembly commencing from August 10. This was stated by the speaker of Himachal Pradesh Assembly Vipin Singh Parmar while addressing a press conference held here today.
Replying to status of Congress complaint against the two Independent MLAs for allegedly violating the Anti defaction law, speaker said that the matter is still under his consideration however both members have been allotted sitting arrangements as separate group in the house. He said that rule of law would prevail in the matter and member would continue to be Independent member.
He said that to run the session smoothly and allow the members to participate in the session, an all party meeting, is convened before the commencement of the session.
Speaker said that this monsoon would be the last and 15th session of present 13th legislative assembly in which members would get full opportunity to raise their assembly specific queries and issues.
Speaker said that notices for 367 questions were received from the members, including 228 starred and 139 starred. He said that all members are expected to help the chair in the orderly running of the proceedings of the house and member would be able to raise the issue of monsoon vagaries and loss caused by the heavy rains.
He said under rule 62, two notices were received, under rule 130, three and under 101 rule, one information being sought by the members.
He said that issues of rising inflation and unemployment, deteriorating condition of roads, issues of DPR of road, Schools, Health Institution, tourism and IPH schemes were raised by the Members to be listed for discussion and reply in four days long session starting from August 10 to August 13 in Chamber council in Shimla.
He said that one day of last session of 13 th state legislative assembly would be dedicated to private Member business and obituary reference.
Speaker said that special arrangements were made as the state is witnessing sudden surge in the Covid pandemic and new epidemic Monkey pox is also possing challenge. He said that all members and staff and audiences are expected to follow SoPs during the session and thermal scanning would be done on each entry gate of the assembly. He said that footpedal sanitizer were be installed in the assembly and isolation Centre is being set in Vidhan sabha dispensary. The Covid testing and an emergency ambulance would be available in the campus during the session.
The staff strength of officials and ministerial staff is reduced to fifty percent and wearing of masks in the house is compulsory. He said that during session only 70 passes were issued for the morning session and each passes to be issued to audience in post lunch session.
