Where is the HP Govt Gazette Notification, specifically amending the HP Revenue Act 1954 and Rules there under for sending the summons electronically through SMS, WhatsApp or email or are they just following HP High Court e-filing rules – HHC/Rules/e-filing 2019 -11002-22 dated 24/25- 04-2019 mutatis mutandis? Can a particular Para be cited as authority which is brutally accurate? Secondly such an amendment/law should be neutral and two sided. Conversely under the same logic, can the summoned party also file a scanned Vakalatnama electronically followed by a hard copy sent by post to the registry for representation in the Revenue Court through a counsel when time is short and summoned party is far away? Usually, the time given in the summons served electronically on the opposite party/respondent is short and totally unmindful of their circumstances to respond in the given time frame. Requesting for some research and accurate information with citations of legal provisions or case laws. You can write a blog on the issue for the general good of the public.
