A fresh controversy has erupted within the Class-IV Employees Union of the Himachal Pradesh Secretariat, with its elected president alleging serious internal discord, indiscipline, and violation of established norms by other office-bearers.
In a formal complaint submitted to the authorities, Union President Sandeep Singh, a resident of Hamirpur district, has accused key members of the executive body—including the general secretary and press secretary—of sidelining him in decision-making processes and undermining the authority of his elected position.
He stated that despite being chosen through a democratic process by nearly 300 employees, he has been consistently excluded from important union activities.
Singh further alleged that he has not been provided with the official letterhead of the union, calling it a breach of protocol.
He claimed that certain officials had instead printed a “fake” letterhead and attempted to falsely implicate him in the matter, thereby damaging his reputation.

The complaint also raises objections to a show-cause notice issued to him by the press secretary, Vishal Thakur, which was subsequently made public through the media.
Singh questioned the authority of the press secretary to issue such a notice and referred to his past conduct as inappropriate.
Highlighting another instance of alleged humiliation, Singh stated that during a retirement function held on April 29, he was ignored despite being present and holding the president’s office, while the senior vice president was given precedence.
Terming the situation as reflective of growing factionalism and indiscipline within the union, Singh has urged authorities to declare any communication issued without his signature as invalid.
He has also sought an impartial inquiry into the matter and demanded corrective action to restore organizational discipline and unity.
The development points to deepening rifts within the employees’ body, which may impact its functioning if not addressed promptly.
