BJP member of Assembly from Nagrota Bagwan Arun Kumar today put his own Government in dock by bringing a call attention motion over its role to not handle the Super Speciality Health Services of Dr Rajinder Prasad Medical College Tanda and expressed concern of spurt in the Covid cases among staff member of Kangra Fortis Hospital.
Introducing a call attention motion under rule 62 in the state assembly Arun Kumar said that Fortis private hospital management was concealing the positive cases of Covid -19 in doctors, staff members and patients and Superspeciality services of Dr RP Medical College Hospital and has been suspended due to Covid pandemic.
Replying to the call attention Motion Health Minister Mr Rajiv Sehjal said that 68 Medical officers in the Kangra district belonged to Fortis and other hospital including officers and staff including doctors, paramedics, sanitations employees etc were tested positive for novel Corona Virus .
Denying the allegations of concealing the spurt in the cases of covid-19, the Health Minister said that hospital management was sharing the information with the district administration. District Administration was conducting PT-PCT, CBNAAT, TRUENET and RAT(Rapid Antigen Technique) testing for the pandemic. Toal 53,000 testes were conducted in the district
With effect from Sep 3 , SRL labs in Fortis started Covid testing under RAT and figures of testes are being shared on the daily basis with the district administeration. So far 129 people were analysised under Covid-19 and out of 28 samples taken in the lab 24 cases of Staff members were found positive.
According to the guidelines of Health department and district administration the complex of the hospital was being sanitized after testing of new cases on routine manner and contact of positive person being identified.
Similar protocol was also being followed in the other hospital of district along with the Fortis. If anyone found in violation of he rules administration and department also seek assistance of District Surveillance Unit(DSU) .The vigilance was also being kept by the local administration and Block Medical Officers to follow the norms.
The Minister said that Dr RPMC Tanda was declared superspeciality hospital on Mar 2015 and OPD facilities were dedicated for the people on Aug 8 ,2014 .Currently Hospital was providing 500 bedded Super speciality Health in the Medicine and Surgery departments .
Since Jan 2020 till Sep as many as 1,500 patients were offered Endoscopic facilities, 5,700 others with Chemotherapy and 400 with Radiotherapy as Cancer patients were also being treated in the Medical College and the hospital unit have separate entry points, as many as 83 patients are being treated in the Neurosurgery, 935 were offered Echocardiography in the Cardiology department 404 thermo mechanical treatment (TMT) 226 Angioplasty, 572 with Angiography.
Minister said that during the Covid pandemic as many as 4935 women were provided normal delivery services and 1276 of cesarean facilities in the gynecological unit of Dr RPMC.
As many as 1,05109 indoor and 1,99,676 in outdoor patients were treated in between Jan to Jul 2020 and 3792 major and 14,977 minors surgeries were also being conducted in the hospital during the period
Minister said that only currently emergency surgeries are being conducted in routine manner and Hospital is currently providing super speciality services in nine departments including Cardiology, Neurology, Radiotherapy, CTBS(Certified Tissue Bank Specialist) Neurosurgery, Plastic surgery, Urology, Endocrinology, Gastroenterology & Hepatology.
Minister said that Supericaily Services in the Tanda Hospital was suspended between Mar 23 to May 25, 2020 and it was opened till August 22, 2020 and again suspended after dedicating the hospital as Covid facility and Covid -19 isolation ward .
Minister said that during the pandemic all health services beside the Covid-19 are not completely close in the hospital as essential and emergency services are being offered during the pandmic.
The members on the request of the Minister however withdrew the call attention motion but insisted to improve the health services in the Tanda. Member also said that Government was not properly informed by the management of Fortis and the patients who are being offered health services are at risk when a number of doctors and paramedical staff members have tested positive in the private hospital.
