The Government of Himachal Pradesh has announced the appointment of Sameer Rastogi, IFS (HP:1988), as the Principal Chief Conservator of Forests (Head of Forest Force) [PCCF (HoFF)], following the retirement of Panvesh on December 31, 2024.

The official notification, issued by the Department of Forests, states that Rastogi will hold this position in addition to his current role as Chief Project Director (CPD) of the Japan International Cooperation Agency (JICA), Shimla, without any extra remuneration. Rastogi is a seasoned officer with over three decades of experience in forestry and environmental management.
Panvesh served as the PCCF (HoFF) with distinction, contributing significantly to the conservation and sustainable management of forests in Himachal Pradesh. His tenure witnessed the implementation of various eco-friendly initiatives and strengthened forest governance.
Rastogi’s appointment comes at a critical time when the state is intensifying efforts to balance ecological preservation with developmental needs. Known for his expertise in project management and policy implementation, he is expected to bring innovative strategies to ensure the sustainability of forest resources.
The Forest Department and other stakeholders have welcomed this decision, expressing confidence in Rastogi’s leadership to continue the legacy of efficient forest management and environmental conservation.
The notification was issued by Kamlesh Kumar Pant, IAS, Additional Chief Secretary (Forest) to the Government of Himachal Pradesh, and circulated to relevant authorities for immediate action.
Rastogi’s appointment marks a new chapter for the Forest Department, which remains pivotal in preserving the natural wealth of Himachal Pradesh.
