MCC Withdrawn Across Himachal as Local Body Election Process Concludes

The Model Code of Conduct (MCC) imposed for the Urban Local Bodies and Panchayati Raj Institutions elections in Himachal Pradesh has been lifted with immediate effect after completion of the election process and declaration of a majority of results.
According to a notification issued by the State Election CommissionUrban voters to decide on May 17 as Himachal notifies 51 Civic Bodies; MCC enforced across cities (SEC) on June 1, 2026, the MCC, which had been enforced through separate notifications issued on April 21, April 27 and April 28 following the announcement of local body and panchayat elections, stands withdrawn across the state.
State Election Commissioner Anil Kumar Khachi stated that voting in all local bodies going to polls has been completed and a majority of the results have already been declared by the respective Returning Officers. Exercising powers under Articles 243K and 243ZA of the Constitution of India, along with provisions of the Himachal Pradesh Municipal Corporation Act, Municipal Act and Panchayati Raj Act, the Commission ordered the lifting of the Model Code of Conduct with immediate effect.
The MCC had come into force following the announcement of elections to four Municipal Corporations, 25 Municipal Councils, 22 Nagar Panchayats and Panchayati Raj Institutions across Himachal Pradesh. During the enforcement period, government departments and elected representatives were required to adhere to restrictions on policy announcements, transfers, financial sanctions and other activities that could influence voters.

With the withdrawal of the MCC, the state government and local authorities can now resume routine administrative decisions, developmental announcements and policy measures that were restricted during the election period. The notification has been circulated to the Governor, Chief Minister, senior government officials and other concerned authorities for compliance.
