With a legacy rooted in public service, Dr. Kavinder Lal, State Programme Officer at the National Health Mission headquarters in Shimla, retired today after an impactful career spanning 33 years. The son of late Mahender Lal, former Deputy Commissioner of Shimla, Dr. Kavinder upheld his family’s tradition of civil service, dedicating his professional life to strengthening Himachal’s public health systems.

From spearheading early research on environmental health hazards around the ACC Cement Plant in Barmana to leading Covid-19 response efforts as Block Medical Officer in Sunni, Dr. Kavinder’s career has blended grassroots engagement with policy-level insight. His pioneering study on the health and psychological priorities of senior citizens during a professional visit to the U.S. also added global perspective to his public health approach.
A medical graduate from Mysore, he participated in over 35 national and international seminars and was instrumental in organizing the Dr. Devi Chand Memorial Award for contributions in cardiology. Known for his humility and academic rigour, Dr. Kavinder was also an active community figure, currently serving as advisor to the Kullu People’s Association Shimla.
On his retirement, the association’s chairman Anurag Parashar felicitated him for his decades of service, calling him “a rare blend of empathy, discipline, and scientific temper.” Dr. Kavinder’s journey reflects not just the evolution of Himachal’s health infrastructure over three decades but also the quiet strength of individuals who build it from within.
