The Students’ Federation of India (SFI) has brought attention to ongoing irregularities in PhD admissions at Himachal Pradesh University (HPU). According to SFI, the university has consistently failed to comply with University Grants Commission (UGC) guidelines, which require PhD entrance exams to consist of 50% subject-specific and 50% research-related questions. Despite the Dean of Studies admitting in court that these rules were not followed, the corrective action taken has been insufficient and selective.
SFI pointed to a recent case in the Department of Biosciences where PhD admissions were particularly problematic. On June 12, 2024, three seats were filled according to an advertisement dated March 12, 2024. However, a month later, on July 18, 2024, an additional seat was inexplicably filled. This discrepancy raises questions about the legitimacy and transparency of the admission process. SFI alleges that such practices suggest deeper corruption within the administration, implicating Dean of Studies BK Shivram, and demanding his immediate removal.
The federation argues that these irregularities are part of a broader system of nepotism and corruption, where PhD seats are being bought and sold. They demand the immediate cancellation of the fraudulent admissions and a thorough investigation to hold those responsible accountable.
SFI’s call for action highlights the need for transparency and adherence to regulatory standards in academic institutions to ensure fair and merit-based admissions, protecting the interests of common students and maintaining the integrity of higher education in Himachal Pradesh.
