SFI seeks Abolition of Pro-Vice-Chancellor post at HPU, cites financial burden on Students

The Students’ Federation of India (SFI), Himachal Pradesh State Committee, has urged the state government to discontinue the post of Pro-Vice-Chancellor at Himachal Pradesh University (HPU), arguing that the position imposes an unnecessary financial burden on the university at a time when students are facing repeated fee hikes.
In a memorandum submitted to the Secretary (Education), Government of Himachal Pradesh, on June 5, the student organization called for a review of expenditure patterns at HPU in the interest of fiscal discipline and protection of students from rising educational costs.
The SFI stated that while the state government has repeatedly emphasized prudent financial management and austerity measures across departments, HPU has increasingly shifted its financial burden onto students through repeated increases in fees. According to the organization, such measures have adversely affected access to higher education, particularly for students from economically weaker sections, and have contributed to declining admissions in several courses.
Questioning the necessity of the Pro-Vice-Chancellor’s office, the SFI claimed that the post involves substantial recurring expenditure, including salary, official vehicle, driver, security personnel, private secretary, ministerial staff and other support infrastructure. The student body argued that despite these expenses, the office has limited functional autonomy as major administrative and statutory decisions ultimately require approval from the Vice-Chancellor.

The memorandum further contended that continuation of the post raises concerns regarding administrative efficiency and optimal utilization of scarce public resources. SFI leaders maintained that savings generated from abolishing the position could be redirected towards academic development, student welfare initiatives and reducing the financial burden on students.
The organization has appealed to the state government to initiate the necessary legislative and administrative measures to discontinue the post and undertake a broader review of expenditure within the university system.
The state government and university administration have not yet issued any response to the SFI’s demand.
