
Shimla DC Anupam Kashyap among India’s top 100 Administrators

Shimla Deputy Commissioner Anupam Kashyap, has been ranked among the “Top 100 District Magistrates” in India in a survey conducted by the renowned public affairs magazine Fame India. This showcases that Himachal Pradesh has once again reinforced its reputation as one of the country’s best administered states, with several of its Deputy Commissioners earning recognition for efficient governance, public outreach and crisis management.
Though Himachal Pradesh officially uses the designation of Deputy Commissioner (DC), the survey evaluates officers functioning as District Magistrates or District Collectors across the country. According to the report, Anupam Kashyap is regarded as a low-profile yet highly effective officer known for working quietly beyond conventional administrative approaches.
A 2014-batch IAS officer, Kashyap is currently overseeing the administration of the state capital and the entire Shimla district. His reputation among the public is considered overwhelmingly positive due to his people-centric initiatives and responsive governance.
During his tenure, Kashyap adopted a government school and distributed dictionaries to 273 students from his personal resources, spending nearly Rs 70,000. He also made the first contribution of Rs 51,000 from his own pocket towards the district-level “Sukh Ashray” fund meant for destitute children.
Recognising the growing menace of drug abuse in rural areas, the Shimla DC involved village Numberdars in the anti-drug campaign, helping strengthen intelligence gathering at the grassroots level against illegal narcotics activities. Earlier, while serving in the Transport Department, he also promoted electric mobility. Under his watch, the Transport Directorate became the first Himachal government directorate to completely eliminate petrol and diesel vehicles from official use.
The Fame India survey reportedly assesses officers on ten parameters, including administrative vision, innovation, public welfare initiatives and crisis response mechanisms, while also taking feedback from citizens and different sections of society.
Besides Kashyap, several other Himachal officers have also earned appreciation for governance and field administration. Mandi Deputy Commissioner Apurva Devgan was widely praised for personally leading relief and rescue operations during rain-related disasters in the state despite sustaining injuries. His efforts received significant appreciation on social media.
Hamirpur Deputy Commissioner Gandharva Rathore has been recognised for active field visits, school inspections and focus on rural infrastructure and anganwadi services. Kangra Deputy Commissioner Hemraj Bairwa is known for his technical expertise and strong disaster management capabilities, while Solan Deputy Commissioner Manmohan Sharma has built a reputation for administrative discipline and timely disposal of public grievances.
The recognition of multiple Himachal officers reflects the state’s long-standing administrative tradition where efficient bureaucracy, particularly at the district level, continues to play a vital role in governance and public service delivery.
