NTPC Koldam has clarified that it has installed a Real Time Online Continuous flow measurement and data logging device for measurement of 15% Minimum River discharge. The installed instrument help project operation department to ensure minimum environmental flow in the river during lean season which is necessarily required for downstream aquatic life for its survival. A spokesperson of the corporation informed that the Real Time Online Continuous flow measurement data is available in website which is in public domain. Moreover the facility for SMS alert to concerned officials regarding river flow is already in place.
The clarification came after a report published in media. In the report it was stated that the dam was not fulfilling the condition of 15% outflow to the river even in lean season. As per a notification under Envoirnment and protection act 2005, it is mandatory to released 15% of water during lean season to meet envoirnmental norms. The report stated that no such condition was being fulfilled and some water was going into he tunnel was due to leakage in the system.
