A statement in a media appeared stating that VC of Palampur agriculture university guided his scientists for working on creating means for zero budget farming as proposed by Governor and then state governnent.

Now the question were these researchers waiting all these years for the state government instructions? Isnt research a part of their jobs? But only if they would have done so, then perhaps techical help from other nations might not have been required.
