HP CM Sukhu announces 5% DA, additional Rs 10,000 for Class IV employees
Shimla, Oct23,
Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Friday announced a 5 per cent Dearness Allowance (DA) hike for government employees, comprising 4 per cent DA for the current year and 1 per cent pending from the previous year. Class IV employees will receive the DA benefit along with Rs 10,000, to be credited to their bank accounts on November 1, he said during a media interaction here.” A notification regarding the same shall be done today,” stated Sukhu.
The CM said that while austerity measures are put in place some segments of the society are bound to feel the heat, but together can a change be possible. Here he even remarked that journalists too remain upset with him; perhaps an apparent reference to concerns over reductions in government advertising to media organisations.
Calling for collective support to bring about Vyavastha Parivartan, Sukhu urged all sections of the government machinery especially, MLAs, services officers in the government, Doctors, Engineers, teachers to contribute towards transforming the state’s administrative and financial systems.
Slamming the opposition allegation about debt figures crossing Rs 1.20L crore mark, the Chief Minister claimed that Himachal Pradesh’s debt had barely crossed Rs 99,000 crore, while acknowledging the financial pressure arising from the discontinuation of the Revenue Deficit Grant (RDG). He maintained that the government was taking interest-free loans to manage its financial requirements.

Sukhu expressed hope that Himachal Pradesh would become self-reliant in the health and education sectors by 2030.
Meanwhile, recting to this announcement Dr Mamraj Pundir, former state general secretary of the Akhil Bharatiya Rashtriya Shaikshik Mahasangh, welcomed the move but demanded a clear timeline for payment of pending arrears. He said the announcement included 1 per cent DA due from July 2023 and 4 per cent from January 2024, while arrears of the 2016 Pay Commission and other DA instalments remained unpaid.
Pundir further flagged a reported 10 per cent in pending DA instalments covering July 2024 to January 2026 and urged the government to issue transparent orders detailing the outstanding amounts and a definite payment schedule. He said employees needed actual payments rather than announcements and assurances.
