Shimla, Dec 15,
A workplace harassment complaint from the University Institute of Information Technology (UIIT), Himachal Pradesh University (HPU), has brought fresh attention to the issue of safety and professional conduct within academic institutions in the state.
According to documents accessed by HimachalScape, two women faculty members and one male faculty member from UIIT have submitted written complaints to the Vice-Chancellor of Himachal Pradesh University, alleging repeated harassment, intimidation, and misconduct by an assistant professor from the same department. The complaints pertain to incidents allegedly spanning several months in 2025.
As per the complaint details, the aggrieved faculty members have alleged persistent intimidating behaviour, including aggressive staring, verbal abuse, and, in one instance, physical aggression within the university campus. One of the complainants has claimed that the alleged conduct escalated during the recent examination period, while another incident is stated to have occurred near the institute’s main gate earlier this month.
The complainants have further stated that university staff and a security personnel were present at the time of the most recent incident and have been cited as witnesses. It has also been claimed that CCTV footage of the alleged incident exists and has been made available to the university authorities for examination.
In their representation to the Vice-Chancellor, the complainants have sought a fair and impartial inquiry and appropriate disciplinary action, stating that the alleged conduct has caused distress, fear, and an unsafe working environment on campus. Copies of the complaint have also been marked to senior university functionaries.
The Vice-Chancellor’s office is expected to examine the complaint in accordance with university rules and applicable laws, including service regulations and workplace safety norms.
The allegations come at a time when workplace harassment has emerged as a sensitive and closely watched issue in Himachal Pradesh. The subject has drawn heightened public attention following the mysterious death of HPPCL General Manager Vimal Negi, a case now under investigation by the Central Bureau of Investigation.
Legal experts note that while allegations must be taken seriously and examined promptly, due process and principles of natural justice require that all versions — including that of the accused and the institution — be duly recorded before any conclusions are drawn. University authorities are expected to ensure confidentiality, fairness, and compliance with statutory procedures during any inquiry.
In a media statement Prof. Mahavir, Vice Chancellor of Himachal Pradesh University has confirmed the matter and stated that a probe is being initiated in the matter through a appropriate manner.
