In a significant pre-election security measure, the State Election Commission (SEC) has directed district administrations across Himachal Pradesh to ensure the deposit and sealing of all licensed firearms to maintain law and order during the upcoming Panchayat and urban local body elections.
Acting on the directions, the District Magistrate, Shimla, has issued a formal order mandating all holders of licensed arms in the district—except those falling under specific exempted categories—to deposit their weapons along with ammunition at the nearest police station or designated arms depot within seven days of the notification or by May 5, whichever is earlier.
The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, cites apprehensions of breach of peace, disturbance to public tranquillity, and potential misuse of firearms during the election process. Authorities have emphasised that such preventive measures are necessary to ensure free, fair, and peaceful polling.
According to the directive, all categories of licensed firearms—including revolvers, pistols, rifles, and shotguns—will be covered. Any violation of the order will attract penal action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023, and other applicable legal provisions.
However, the order exempts armed forces personnel, paramilitary forces, police officials, home guards, and others officially entrusted with law and order duties.
Officials said the directive has been issued on an emergent basis and has come into immediate effect. It will remain in force until the completion of the election process.
The order will also be widely publicised through the press, All India Radio, and by displaying notices at government offices.
The move is part of a broader security protocol implemented during elections to curb intimidation, illegal activities, and ensure a level playing field for all candidates.
