The fatal shooting at a religious ceremony in Kulgaon—despite prior administrative warnings—has prompted authorities to impose a blanket ban on the practice of waving and firing weapons at all religious and social gatherings across Rohru subdivision of Shimla district.
In a significant admission, the district administration acknowledged its failure to avert the tragedy despite having convened a coordination meeting ahead of the event, where strict instructions were issued prohibiting the use of firearms. The incident has raised serious questions over enforcement of such directives on the ground.
Sub-Divisional Magistrate (Civil) Rohru, Dharmesh Ramotra, expressed deep grief over the incident and extended condolences to the bereaved family. He termed the occurrence “extremely unfortunate and concerning,” noting that precautionary measures had been put in place but were not adhered to.
The administration has now enforced a strict ban on carrying, displaying, or using weapons at religious and social functions. The SDM directed police authorities to implement a zero-tolerance policy—any violation will result in immediate confiscation of weapons and cancellation of firearm licenses.

Police have registered an FIR in connection with the incident, and the accused has been taken into custody. Further legal proceedings are underway.
Reiterating its commitment to public safety, the administration appealed to citizens to cooperate and abandon the dangerous practice of celebratory firing, warning that strict action will follow any future violations.
