Himachal Pradesh Chief Minister Jai Ram Thakur informed the house that thousands of Crores worth fake degree scam occurred in Manav Bharati Private University Solan where lacs of degrees were sold since last 11 years and the State government is in touch with central agencies Enforcement Directorate & Income Tax Department.
Replying to the issue raised by Congress members from Sujanpur MLA Rajinder Rana after the question hours by point of order CM said that state Government has taken up the matter with Enforcement Directorate and Income Tax Department to probe the handing over of money tunes to thousands of Crores.
Chief Minister who holds the portfolio of home department said that ramifications or proceeds of crime tunes to lakh of degrees sold, involving crores of rupees could not be compromised as this is biggest ever sin and scam occurred in the Dev Bhumi.
He said that currently a SIT led by Superintendent of Police Solan was probing the matter. Has lodged three FIRs in the matter in Police Station Dharampur booking the accused under section 420, 467, 471 and 120(B) and five people have been arrested in the matter in which degrees tunes to lakhs in number were printed and sold moreover some degrees having no permission to run the course were also supplied by the errant university.
He said that five people have been arrested in the matter and two university owner Rajkumar Rana and Registrar K K Singh are in judicial lock up. Hailing the members for raising this important issue in the house Chief Minister said that this is urgent matter.
He added that there is zero tolerance of this government in the matter and ‘no one who may be so high’ would not be spared. CM said that the issue of Manav Bharati University is very serious as it was functional for many years from 2009 -2020.
The SIT constituted by the state police succeeded in recovering the incrementing documents or fake degrees tunes to lacs which printed, sold in lieu of money. The illicit transactions for the scam could amount to many crores. State police are in touch with central agencies like EDs and Income Tax Departments as the degrees were not only supplied in the state but on national and international level need to be probed by the SIT.
He said that keeping to the ramifications and volumes of the crime state Government now decided to constitute a CID presided by the Additional Director General of Police N. Venu Gopal having 19 members of CIDs so that the investigation could be expedited and the perpetrators of crime could be brought under book.
Raising the issue after the question Rana alleged that under the nose of government fake degree scams occurred . A matriculated educated persons who got diploma in lab technician and secured two PhD Degrees were allowed by the BJP Govt in 2008-09 to open Manav Bharati University.
He said that after the issue flared up in the media vigorously forced the state Government to take cognizance but  the scale of crime indicated that it could not be run without connivance or having knowledge of state machinery. Rana said that despite the issue of fake degrees came into light the university was allowed by the government to run the courses and the scam lasted for many years.  Members demanded to take action against the official and government functionary who ignored the competence of private universities overlooking the purchasing of 50 bigha land compared to required 30 bighs for any university. How the permission and letter of intent (LOI) was issued to man without verifying the facts.
Member demanded to hand over the probe to CBI alleging that fake degrees were supplied by the university on the national and international level.
