Himachal HC permits phased shift of 6 Super Specialty OPDs to AIMSS Chamiyana

In a development, the Himachal Pradesh High Court, led by the bench of Acting Chief Justice Tarlok Singh Chauhan and Justice Satyen Vaidya, has given its approval for the phased shift of six super specialty Outpatient Departments (OPDs) from IGMC Shimla to the Atal Institute of Medical Super Specialty (AIMSS) at Chamiyana. This move is part of the ongoing efforts to enhance healthcare facilities in the state.

” In the given circumstances, we see no reason why the AIMSS, should not get going in a phased manner, particularly when huge investments have been made in putting in place the buildings and other infrastructure and the machines installed there,” directed the court in the order.

The court seven page order, passed on December 18, allows the OPDs for Neurology, Endocrinology, Urology, Gastroenterology, Nephrology, and Plastic Surgery to operate at AIMSS in a gradual manner, considering the progress of infrastructure and connectivity improvements at the site.

The court acknowledged the substantial investments made in the development of the facility and its importance in providing specialized healthcare services to the region.

In response to the challenges faced, such as inadequate staffing and transport facilities, the court also directed the deployment of 35 nurses from the Trauma Centre at IGMC Shimla to AIMSS. ” Taking into consideration that there is acute shortage of nurses both in IGMC and AIMSS, we permit 35 nurses to be deputed from the Trauma Centre IGMC to AIMSS,” they added in the order.

Furthermore, the Himachal Road Transport Corporation (HRTC) has committed to running shuttle bus services to facilitate patient movement. ” The Managing Director, HRTC, shall start plying the buses, as and when a request is made by the Medical Superintendent/Principal of the AIMSS,” noted the court.

The High Court emphasized that the shift would be contingent on ensuring a safe and functional road link, addressing the bottleneck of 300 meters at Bhattakufar, and completing necessary infrastructure, including street lighting. Additionally, the presence of a canteen and medical shop at the hospital is now in place, which addresses previous concerns about basic amenities.

With the gradual shift of these OPDs, the court hopes to alleviate the burden on IGMC Shimla while providing better access to specialized medical care for the people of Himachal Pradesh.

“In addition thereto, we are informed that land abutting to the road in many places belong to the local panchayat. Accordingly, we deem it appropriate to implead Gram Pranchayat, Chamiyana through its Secretary, as party respondent, who shall now figure as respondent No.11,” mentioned the court in the order.

The court has now scheduled further hearings for December 31, 2024, to review the progress of infrastructure and manpower arrangements.
