The Himachal Pradesh High Court, in its ongoing case concerning the widening of the road leading to the IGMC Chamiyana, has commended the efforts of the Sub-Divisional Officer (Civil), Shimla (Rural), for successfully negotiating land acquisition with local landowners. This step is crucial for the road’s expansion, aimed at easing congestion and improving access to the super -speciality hospital.

The court reviewed the status report submitted by the Sub-Divisional Officer, Kavita Thakur, regarding the acquisition of land required for the widening of the road from Bhattakufer to AIMSS Chamiyana. The report highlighted the completion of land acquisition negotiations for both private and government-owned plots along the route. Two rounds of meetings were conducted with landowners and members of the Negotiation Committee, resulting in an agreement for acquiring a total of 0.10 hectares of land.
The landowners, who had initially expressed concerns about the acquisition of ancestral property, have agreed to a compensation rate of Rs. 12 lakhs per bishwa, in line with current market conditions and the high strategic importance of the land. The committee agreed that this offer reflects the current market value, which is significantly higher than the circle rates for the area, due to factors like the ongoing four-lane project and the medical institution’s expansion.
The Sub-Divisional Officer has been instructed to continue negotiations with the concerned Gram Panchayat and ensure the timely payment of compensation. The court has scheduled the next hearing for December 31, 2024, and instructed the Advocate General to ensure compliance with the report’s recommendations. Additionally, the Forest and Public Works Department (PWD) authorities have been directed to expedite the process to avoid further delays in the widening project.
The court’s intervention and prompt action in this case are expected to streamline the land acquisition process, ensuring that the road widening project progresses without further legal hindrances, ultimately benefiting the development of medical infrastructure in the region.
The next hearing is set for December 31, 2024.
