Monsoon session of Himachal Pradesh Vidhan Sabha was adjourned sine die today, in the absence of all Congress members who boycotted the proceedings of the house on the last day of session. Parliamentary Affairs minister Suresh Bhradwaj informed in the house that no member of Congress legislative party attended the session on the last day of session and they had moved a notice containing a party resolution before the Secretary Vidhan Sabha, signed by the 17 members.
He said that provision in the article 179 of the Indian Constitution of India could not be sustained under such notice as it should be submitted 14 days in advance before the session, having minimum majority of one third member in the house. Chief Minister said that notice is not sustainable technically on the ground of the number of member and failing to move it within time period of 14 days in advance.
Rakesh Singha of CPI(M) said that Opposition have moved a resolution against the speaker however he has utmost regard to the chair whatever happened in the house was unfortunate. He said that treasury benches should not move any resolution to reject Cong resolution is it would not set good precedence and will aggravate the situation further which is not in the interest of this house. He said that Parliamentary affairs minister wanted to move another resolution to reject their notice would not have good outcome. I do not want to be part of any such proceeding as I belong to the opposition benches and would like to resolve the deadlock.
Making concluding speech Chief Minister condemned the Congress members for moving such resolution against the chair. He said that it is unprecedented that opposition members are not in the house on the last day of Monsoon session. Congress seemed to be a ‘rudderless ship’ as every member was behaving like top leaders. CM criticized the leader of the Opposition for allegedly not allowing other members to speak in the house as he was speaking too much but failed to raise the serious issues and digressed the discussion by not speaking on the subject listed.
CM informed the house that in the past no monsoon session was convened for ten days and so early. ”
Speaker said that 402 starred and 184 unstarred questions were raised and replied in the house. He informed the house that Congress member raised 310 queries in question hour and BJP member 239, Under rule 324 Congress raised seven issue and treasury benches five.
He said that under rule-46 one issue was raised in the house, under rule-61 two issues, under rule-62 as many as 13 issues, under rule-130 five issues, under rule-324 about 12 issues were raised in the house and under rule-101 four private member resolution were presented in the house and one resolution was passed.
Two bills were discussed and one was passed and one is sent for select committee. He said that 12 statements and 31 reports were presented by the boards and corporations in the house.
Speaker said that the house mourned the demise of former Chief Minister Virbhadra Singh and other three members. He said that a number of natural calamities took many lives which was also mourned by the house.
