Shimla, September 19
Himachal Pradesh Government may consider opening of Cannabis (Marijuana or Weeds) farming as the member of ruling BJP stressed upon its unique medicinal values on this policy matter during the recent Monsoon session.
Replying to this reference made by the BJP member of Assembly Ramesh Dhawala under rule 61 in the state assembly on Thursday Health Minister Dr Rajiv Saijal mentioned that cannabis farming is a policy matter which has to be taken by the Government.
This does not fell under the department (Health) as cannabis fall under NDPS Act which is under the ambit of Excise & Taxation Department but the matter could be considered. Without naming Uttarakhand and Madhya Pradesh member said that a few states are already doing its farming which could be possible in our (this) state. The minister also promised the concerned members that this matter would be considered in future.
It is worthwhile to mention here that this issue has been discussed before the state assembly during last Congress rule and earlier too. Many Members of assembly and former legislators have openly raised the matter in the state assembly and in the public platform. Currently most of NDPS cases coming in the state are for the byproducts of Cannabis as it is being produced illegally. Year after year crores are being spent to burn this wild produce, which can be put to good use.
Such references of cannabis by the minister are available in the proceeding record of assembly but it is fact that Cannabis possesses unique medicinal values and could be treated many psychological diseases after legalizing to certain extent.
