The Private Mini Bus Drivers and Conductors Union, Shimla, has announced an indefinite strike beginning November 3, 2025, over unresolved issues regarding route violations and growing competition among buses operating in the city.
In a letter addressed to the Secretary of the Private Mini Bus Operators Union, the union stated that a meeting was held on October 12 with senior officials of the Regional Transport Office (RTO) and Himachal Road Transport Corporation (HRTC) to resolve the matter. During the meeting, it was unanimously decided that buses traveling beyond 10 kilometers should not enter Shimla city and that neither HRTC nor private buses would pick up passengers without proper route permits.
However, the union alleged that even after 15 days, no action has been taken to enforce the decision, and unauthorized operations continue to affect regular mini bus services.
Owing to the authorities’ inaction, the mini bus drivers and conductors have decided to launch an indefinite strike to press for implementation of the earlier agreement.
The strike is expected to impact daily commuters in Shimla, especially office-goers and students, who largely depend on private mini buses for local transport.
