The Regional Transport Office (RTO) in Shimla conducted a comprehensive inspection of private buses on Thursday, resulting in fines totaling ₹62,000 for various violations. The operation, carried out at multiple locations including Khalini, Hiranagar, and Totu, targeted 20 buses.
Common infractions included overloading, failure to issue tickets, drivers and conductors not wearing uniforms, and operating buses without valid fitness certificates. Additionally, the use of high-volume music systems within buses was found to be disturbing passengers.
A significant concern highlighted by the inspection was the continued practice of conductors collecting fares without issuing tickets. This not only exploits passengers but also undermines the integrity of the public transport system. Eight buses were found to be operating without issuing tickets during the inspection.
Beyond ticketing issues, private bus operators face criticism for overloading vehicles, speeding, and improper parking, often leading to traffic congestion. Instances of operators obstructing state-run HRTC buses or refusing to yield to other vehicles have also been reported.
RTO Shimla, led by Anil Kumar Sharma, emphasized the need for stricter enforcement to address these persistent issues. Sharma acknowledged the problem of conductors not issuing tickets and vowed to extend inspections to include Volvo buses.
However, addressing these challenges requires a multifaceted approach. Consistent enforcement, stricter penalties, and a commitment from authorities to improve regulation within the private transport sector are crucial for ensuring safe and reliable public transportation services in Shimla.
