HC seeks 2019 Policy on Regularisation of Contractual Computer Operators

The Himachal Pradesh High Court has sought the State government’s 2019 policy concerning regularisation of Computer Operators who have completed 12 years of contractual service against vacant posts in the Rural Development Department.
A Division Bench comprising Chief Justice G.S. Sandhawalia and Justice Bipin C. Negi passed the order while hearing a batch of appeals, including LPA No. 840 of 2025 and connected matters, titled State of H.P. and another versus Subhash Kumar and others.
During the hearing on October 6, the court noted that a representation submitted on July 9, 2020 had referred to a government notification dated February 21, 2019, under which Computer Operators completing 12 years of contractual service could be considered for regularisation against available vacant posts in the Rural Development Department.

The Bench observed that the 2019 notification had apparently neither been considered by the Single Judge nor pleaded in the earlier proceedings. Instead, the case had referred to the government policy dated August 17, 2012, under which six years of service was the prescribed requirement. The State had placed the 2012 policy on record as Annexure R-1.
Senior Advocate Suneet Goel sought time to place the 2019 policy on record for proper consideration of the controversy. The court accordingly adjourned the matter and directed that it be listed on October 28, 2026.
