Shimla, October 12
Himachal Pradesh State Electricity Board (HPSEB) Employees Union on Monday held a four-hour meeting with the Board management to discuss 83 demands concerning employees and pensioners, besides seeking implementation of seven announcements made by Chief Minister Sukhvinder Singh Sukhu at the union’s 18th general convention.
Union state president Nitish Bhardwaj and general secretary Prashant Sharma said in a joint press release that discussions covered a 54-point charter of demands, 29 supplementary demands and pending orders relating to the Chief Minister’s announcements.
The meeting was attended by HPSEB Managing Director Aditya Negi, Director (Finance) Shravan Manta, Director (Operations) Dr M.G. Sharma and Executive Director Isha Thakur, along with union representatives.
The union pressed for submitting a proposal to the state government for restoring the Old Pension Scheme (OPS) in the Electricity Board, preparing a five-year recruitment roadmap and framing a policy for outsourced employees on the lines of Punjab. It also sought consideration of time-bound promotional scales by the Service Committee and a review of service conditions for work-charge employees.
Other demands included reducing the prescribed qualifying service for promotions in various categories, increasing risk and danger allowances, extending secretarial and special allowances to eligible employees and resolving pay-scale disparities affecting electricians and fitters.

The union also sought one-time promotions for non-ITI technical employees, improved tools and safety equipment, safety awareness programmes and restoration of the earlier system of travel allowance (TA) bills. It raised concerns over rationalisation orders, the deployment of JOA (Accounts) personnel and the need for overtime and shift-duty allowances for Operations Wing employees.
The meeting also discussed leave arrangements for daily-wage workers, prompt issuance of pending promotion and confirmation orders for Class IV non-technical employees, and action in corruption-related cases.
Bhardwaj and Sharma said the meeting was held in a cordial atmosphere and expressed hope that the management would take concrete steps to resolve the demands. They urged the Board to implement agreed demands promptly and take a positive decision on the remaining issues in the interest of employees and pensioners.
