HP High Court reserves order on service benefits of 58 Health Educators

The Himachal Pradesh High Court has adjudicated a long-pending service matter concerning 58 Health Educators working in the Health Department of the State Government, who had approached the court seeking relief against the denial of service benefits.
A Division Bench comprising Justice Vivek Singh Thakur and Justice Ranjan Sharma pronounced the judgment on October 8, 2026, in CWPOA No. 8076 of 2019. The matter had been reserved for judgment on June 16, 2026.
The petition was originally filed by Shashi Pal Thakur and 57 other Health Educators before the erstwhile Himachal Pradesh Administrative Tribunal through Original Application No. 4590 of 2016. Following the abolition of the Tribunal, the case was transferred to the High Court and registered as CWPOA No. 8076 of 2019.

The petitioners, represented by Senior Advocate K.S. Banyal, assisted by Advocate Uday Singh Banyal, challenged the State authorities over the service-related issues and sought appropriate reliefs from the court. The State government was represented by Additional Advocate General Ramakant Sharma.
The judgment, which has been marked “approved for reporting”, is expected to have implications for the service conditions and benefits of Health Educators serving under the Health Department.
The case has remained pending for nearly a decade, having originated before the Administrative Tribunal in 2016. The transfer of the proceedings to the High Court followed the abolition of the Tribunal.
The petitioners had, among other reliefs, challenged a government notification dated [date/details to be inserted from the subsequent portion of the judgment].
