Himachal Pradesh High Court today directed the state Government issuing necessary instructions to provide E-mail IDs of the employees for effective service.
A Division Bench comprising Justice Tarlok Singh Chauhan and Justice Jyotsna Rewal Dua passed these orders while hearing a writ petition filed by a Junior Engineer challenging his transfer from CD Block Kullu to CD Block Anni, on the basis of a D.O. Note, to accommodate the respondent.
HC directed the Chief Secretary to the Government of H.P. to issue necessary instructions to all State employees as well as of various Boards and Corporations to the effect that they should mandatorily have their e-mail IDS, at least to the level of Class-III.
The Court in its earlier order had directed to issue notice to the respondent Junior Engineer through email id. However, the Junior Engineer was not served.
While hearing the petition, the Court observed that during the covid pandemic times, it has been hearing petitions mainly relating to the service matters, but during Court proceedings, it is found that despite advancement of technology, many of the officers/officials of the State do not even have e-mail IDs, making it extremely inconvenient and difficult to effectively service upon them where they are parties to a litigation. The Court posted the matter for Oct, 1, 2020 for furhter hearing.
