The department of finance has started recovery in the National Flagship programme PM Kissan Saman Nidhi, stated a senior officer in Finance here today. The reason for same is that the benefits of the fund was also extended to certain ineligible Income Tax payee farmers in Himachal Pradesh. The fund received by such amounts to the tune to of Rs 11, 95, 22000 in all the districts, he added.
When a number of farmers from Punjab, Haryana, Himachal, Rajasthan and UP are staging Dharna against the tree farm laws here the state Government has cracked down a major scam in the PM Kissan Saman Nidhi. A letter issued by the Additional Secretary Finance to all Deputy Commissioner directed to start the recovery from the income tax or ineligible farmers under the scheme.
The Officer said that when the data of PM Kissan Nidhi was matched with the Data of Income tax payee farmers it was found that many tax payee ineligible farmers drew the benefits of the scheme. The list of beneficiary farmers is shown in the PM portal. According to official sources, the Kisan Samman Nidhi was meant for only small and marginal farmers.
Orders given to initiate recovery
As per information recovery is being initiated in Kangra, Hamirpur, Una, Shimla and Sirmaur districts. Director land record has been already directed by the state Government to recover the paid amounts. Also DCs are being directed by the government to ensure time bound recovery from the ineligible farmers. Here the Government has also directed the collectors to ensure the recovery of concerned farmers from their bank accounts.
Legal action to be initiated on misinformation providers
State Government also directed to initiated action against such farmers under 4.5 para of PM Kissan who had submitted the false information in their applications while applying to this scheme. Official also stated that so far only five per cent physical verification of farmers self attested documents have been completed under the scheme, but the same will be completed by the end of this month.
To stop future errors
In order to stop such ambiguity and enrolment of in-eligible farmers government said that DCs should verify list of such farmers from the portal so that such farmers could not take undue benefit under the schemes by wrongly self attesting the applications.
Even though the Government has sought action against the ineligible beneficiaries on top priority but it is yet too intimate about the status of scam to the centre government.

In Bilaspur District income tax payee farmers received funds tunes of Rs 10,41200, in Chamba tune to Rs 40,84000, In Hamirpur received total fund Rs 9440000, In Kangra received fund tunes to Rs 25280000, In Kinnuar received funds tune of Rs 548000, In Kullu received funds tunes to Rs 8314000, In Lahaul Spiti districts received fund tunes to Rs 338000.
In Mandi district income tax payee received funds, tunes to Rs 19700000, In Shimla income tax payee received total sum of Rs 7126000, Sirmaur income tax payee framers received total sum of Rs 5286000, in Solan district as many as income tax payee farmers received fund tunes to Rs 16030000 and in Una district income tax payee farmers tune to Rs 12964000.
The official said that as many as 11388 income tax payee farmers which excludes ineligible were paid 59, 761 installments in the state .
