Shimla, August 10
On the first day of the State assembly’s monsoon session, all Opposition Congress members here this morning donned blackband on their forearms, protesting against the government’s failure on all fronts in the last four years.
CPI (M) member Rakesh Singha told us that this morning before the commencement of the session, that all the 23 members of the opposition, including CPM submitted a notice of no – confidence motion to Speaker Vipin Singh Parmar in the leadership of the leader of the Opposition Mukesh Agnihotri and the members also turned up with black bands in their hands to protest.
The proceeding of the house ran smoothly in the prelunch session, and the members across party lines paid obituary references to the demise of four former members of the Assembly.
Alleging that the Jairam Government has failed on all fronts in the previous four and a half years, the opposition party(ies), after a meeting held this morning, before the session, decided to bring a no-confidence motion. The member said that this state government did not address issues affecting a cross-section of people, including employees, farmers, common man, and students. Therefore opposition has decided to put the ruling party in the dock.
Singha said a petition was also pending against two independent members for allegedly violating defection law after joining the BJP. Singha said that the opposition discussed this issue, too; however, he decided to recuse himself. He added that the nonconfidence motion was not moved in the house on the move of independent members but was to expose the government for its failure on all fronts.
Meanwhile, outside the state assembly Chhatar ( Student ) Abhibavak Sangh also lodged a protest seeking regulation of fees for public and private schools after bringing legislation to constitute a private school regulatory commission on the line of learning of higher education institutions.
SAS seeking regulation of fees by the private schools alleged that parents and students are being exploited by the management of private and public schools as the state government did not have any control on the issue. The convenor of the CAS said that they had submitted a memorandum to Education Minister Govind Thakur to bring the new legislation to form the regulatory commission and empower the state education directorate to have control over the private schools. The forum also urged the opposition leader Mukesh Agnihotri, Member of assembly Sukhvinder Singh Sukhu and Rakesh Singha to support the cause.
