Legislators committee studying use of Cannabis for medicinal use to travel abroad, report to be laid in the Assembly tomorrow
Shimla, Sept 21
The, Chief Minister Sukhvinder Singh Sukhu announced in the state assembly that a committee comprising legislators will embark on a fact-finding mission to four nations where cannabis is legalized for medicinal purposes. The primary goal of this committee is to examine the legal frameworks surrounding cannabis cultivation and usage, with the intention of potentially permitting its farming within the state.
The committee, led by Revenue Minister Jagat Singh Negi, consists of MLAs Sunder Singh, Dr. Janak Ram, Hansraj, Puran Chand, and Surinder Shourie. CM Sukhu revealed that the committee’s report will be presented in the state assembly, as the committee chair, Jagat Singh Negi, has already sought permission for its submission. Speaker Kuldeep Singh Pathania confirmed that the government will present the report in the assembly, and approval has been granted for its presentation.

CM Sukhu elaborated on the committee’s research efforts, mentioning visits to various regions, including Himachal, Uttarakhand, and Madhya Pradesh, as well as interactions with research institutes studying cannabis. The committee originally intended to visit foreign nations, but unforeseen natural disasters disrupted their plans.
The Chief Minister pointed out that the Uttarakhand Government has authorized cannabis cultivation under Section 14 of the NDPS Act. Furthermore, he expressed concern over illegal cannabis farming in Chamba, Mandi, and Kullu districts, including the Darang area.
Leader of the Opposition, Jai Ram Thakur, questioned the government’s ability to control cannabis misuse when it remains banned by law. He also criticized the committee for not consulting rural representatives before preparing their report. This query was voiced by BJP member Vipin Singh Parmar.
