Himachal Pradesh Government on Wednesday introduced two new bills to amend the HP Municipal Corporation Act 1994 & HP Municipal Act 1994 in the state assembly.
Moving the bills Urban Development Ministers Suresh Bhardwaj said that provisions would relax the criteria for declaring new Municipal Corporation and Municipality. He said urban areas exceeding 50,000 population may be declared MC subject to fulfilling the statutory requirement.
He said that the last census was undertaken nine years ago since then many areas may have crossed the saturation limit of 50,000 yet could not be declared MC due to non availability of updated data as the new census would take place in 2020.
Minister said that due to it, some urban areas would be deprived of the benefits of having declared MC or upgrading such urban areas having crossed the benchmark population. Therefore the government has decided to amend the section by reducing the population from 50,000 to 40,000 for the Municipal corporation and 30,000 to 15000 for the Municipal Committee.Â
Further the period of submitting various objections under the Act have also been reduced from six week to two in the amendment. State Government said that since last 26 yrs the communications techniques have been improved a lot thus it is necessary and expedient to reduce the said period.
The state government which decided to upgrade the Municipal Committee Solan and Mandi as new MC and other local bodies to Municipal Committee.
