Himachal Pradesh Government today tabled eight legislations (bills) in the state assembly in one go including five which would replace the ordinance promulgated by the Governor during the last six months.
Chief Minister tabled HP Regulation of Salaries & Allowances of Different Categories in Certain Exigencies bill 2020, Industry Minister Vikram Singh tabled The Industrial Disputes ( HP Amendment ) bill 2020, The Contract Labour (Regulation & Abolition ) HP amendment Bill 2020, The Factories (HP amendment) Bill 2020. The four legislations are already promulgated by the Guv of Himachal Pradesh when assembly was not in session.
Industry Minister also tabled a new legislation HP Pradesh Motor Vehicle Taxation (amendment) bill 2020, Urban Development Minister Suresh Bhardwaj tabled HP Municipal Corporation (Amendment ) bill 2020 & HP Municipal ( Amendment ) bill 2020.
Earlier to this CPI(M) members Rakesh Singha stated that Government introduced eight bills in one go. He said the government should introduce them all together. He said no member can read the tabled bills till 1600 hours, and thus shall not be able to give amendments to the tabled bill. He added that it would amount ‘shirking of their duty’ if the assembly could not legislate the all these legislation thoroughly .
Rejecting the contention of member Speaker Vipin Singh Parmar stated that copies of all the eight bill have been disbursed to all the members two days ago at their residences and were given sufficient time to notice the amendment on the bill by today.
Singha stated that he got the copy of these bill yesterday and expected more time to study all the bills after that he could only move the amendments on them. Speaker however allowed the concerned ministers to introduced or tabled the bill.
Presenting a new legislation Chief Minister Jai Ram Thakur said that Governor of Himachal Pradesh promulgated HP Regulation of Salaries & Allowances of different categories in Certain Exigencies Ordinance 2020 on April 11 , this year.
The New legislation HP Regulation of Salaries & Allowances of different categories in Certain Exigencies Bill 2020 would replace the ordinance. He said that legislation was proposed to cut down the salaries and allowance by 30 Per cent of Ministers, Speaker, Deputy Speaker, Chief Whip, Members of Assembly , Chairmen and vice- Chairmen of Boards and Corporations and other political appointees for the period of one years with effect from April 1, 2020.
He said that the legislations become necessary to raise resources through reduction in the salaries & allowances and sumptuary allowances to manage and control burgeoning situation emerged due to Covid -19 pandemic. Chief Minister shall be entitled to receive Rs 90,000 rupees per mensem, Cabinet Minister & Chief whip Rs 80,000, Minister of State & Deputy Minister 7 Deputy Chief whip Rs 75000.
Similarly each minister shall be entitled to Rs 90,000 Sumptuary allowance per mensem. Speaker Rs 80,000 & Rs 95000, Deputy Speaker RS 75000 & 95000 per mensem. Member of Assembly Rs 55000 salaries and 5000 compensatory allowance and Constituency and other allowances Rs 90,000 .
