Speaker said that it is unfortunate that Governor had to face the Congress protest and unwarranted behavior both inside and outside the house today. The state assembly since its inception had never witnessed such action or behavior by the members of the house. He said that since such an incident was highly uncalled for, it should be condemned.

Parliamentary affairs minister Suresh Bhardwaj tabled a motion under rule 319 of state assembly against Mukesh Agnihotri, Harshvardhan Chauhan, Surinder Kumar, Satpal Raijada and Vinay Kumar to suspend them till the end of this budget session. He said that behavior of members were unexpected and below the dignity and decorum inside and outside as they were indulged in violent action against the security staff and tried to stop the Guv.
Speaking in favour of motion moved by Bhardwaj, Chief Minister said that it is first time that under rule 346 a Speaker has convened a session after adjourning it earlier in the day. He said that the way misbehavior was done with the Governor, the protest lodged by the Opposition member’s action was highly unjustified.
Chief Minister said that the security staff and Governor’s ADC were manhandled while Guv was going outside the assembly complex after finishing his address. Chief Minister said that Convoy of Guv was also attempted to be damaged by Congress members which amounted to a security threat and action could be taken against the Cong members.
Thakur who was behind the Guv during the incident said that member of Congress and leader of Opposition tried to raise the issue under point of order during the Guv address which is a breach of house rules.
In the absence of Congress members BJP members Rakesh Pathania and Vidhan Sabha Chief Whip Narendra Bragta condemned the action of Opposition inside and outside of assembly.
Speaker read the motion in the house and said that he was also accompanying the Guv along and saw the entire incident as being the eyewitness. Speaker later put the motion for the division of house and it was approved by the BJP member of assembly by the voice vote.
Speaker said that now the members of Congress Mukesh Agnihotri, Harshan Vardhan Chauhan, Satpal Raijada, Surinder Kumar Thakur and Vinay Kumar are suspended from the house for the rest of this session.
