Shimla, Sept 10
Indian Airport Authority planned to extend the length of Gaggal Airport runway from 1372 meters to 3010 meters, and 144-53-23 hectare of lands would be acquired for the purpose in Sahapur Tehsil of Kangra district .This was stated by the Chief Minister Jai Ram Thakur while replying to a written query of a Congress member of Assembly from Kangra Pawan Kajol in the question hour on Thursday.
Thakur said that a report received from Deputy Commissioner Kangra said that about 144-53 -23 hectare land would be acquired for the purpose which include 120-57-01 hectare private land . A Negotiation Committee constituted led by Additional District Magistrate Kangra .
In addition to this under social Impact assessment (SIA) rules-2015 proceeding of SAI is proposed by the member Secretary-cum-Dy-Secretary (Revenue) SIA unit HIPA Shimla so that necessary action could be taken to estimate the people to be displaced in the project.
Chief Minister said that land acquisition of the project would be started after completing the negotiation process of proposed land given the final shape by the negotiation committee.
Thakur also informed in the written reply that if it would not be possible to negotiate the issue the land would be acquired through compulsory acquisition under right to for Compensation and Transparency of Land Acquisition Rehabilitation and Resettlement Act 2013 and its subsequent Rules.
He said, “The displaced families of this project to be provide compensation fixed by negotiation committee according to the Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement Act 2013.”

In Himachal Pradesh the elections of rural civic bodies scheduled to held in time and new Panchayati Raj Institution (PRI) Representatives likely to be give oath before Jan 22, 2021.
This was stated by the Panchayati Raj Minister Verinder Kanwar while giving a reply of query raised by Cong member Mr Mukesh Agnihotri in the question hours on Thursday on the 4th day of monsoon session.
Assuring the Member, the Minister informed two months are left for the three tier PRI elections and work of constitutions
of new gram Pancahyats, delimitation, preparing of electoral roll and code of conduct is in progress .
Alleging the Government for delaying constitution of the new Gram Panchayats, Agnihotri said that should have been expedited. Responding to opposition query minister said that election and other works would be completed in the time as the New Gram Panchayat representatives are scheduled to be administered oath on Jan 22, 2021 would be completed in time.
Minister said that new panchayats are being organsied on the basis of resolution and norms of the Deparment rather political basis and 325 new Panchayats have been carved. Thw polls will be held on schedule.
While intervening in the reply Chief Minister Jai Ram Thakur said that reorganisation of Panchayats was pending since 2010 as this work could not be completed as Census Ministry has freezed the right of state revenue and developmental unit to make changes in such bodies till 2011. Thakur said that returning the power Congress did not reorganise rural bodies before 2015 PRIs elections.
Chief Minister also said that before 2021 Census the reorganisation work has been freezed by the Union Census Ministry till Mar 2021 by issuing another notification, however, due to outbreak of Corona Virus pandemic this notification was withdrawn. The Government decided to constitute new Gram Panchayat once again and the Panchayat elections would be held as per their schedule.
Govt’s no to waiver on water-charges
Shimla, Sept.
Himachal Pradesh Government responded in negative to a query raised by a member in the assembly to waived of water Bills being charged during the Corona Virus Pandemic on account of the declining economic activity of people in the state.
In a written reply to this Jal Shakti (IPH) Minister replied that Government is not considering to any such decisions.
